Emergency drill plan for liquid ammonia storage tank leakage
1. Purpose of the exercise
1. Improve the emergency response ability and self-rescue and mutual rescue ability under the leakage incident through drill activities.
2. Carry out safety production emergency rescue drills to improve the actual combat ability of emergency rescue.
3. Master the correct methods of emergency response, emergency evacuation procedures and lines to ensure that emergency work can be carried out quickly, efficiently and in an orderly manner, so as to protect the life safety of employees to the greatest extent.
4. Improve the unity and coordination between employees and fire trucks.

3. Drill arrangement

2. Participants: pyrazole workshop, pair three workshop, glycol salt workshop, dichlorine workshop, warehouse, analysis room, production department, safety and environmental department, comprehensive management department, fluorination workshop
3. Time: 2017 a.m. on April 4, 12 (in case of special weather, the exercise will be postponed or notified separately).
4. Accident hypothesis
The ammonia tank liquid supply valve of the refrigeration post in the public engineering workshop was damaged, and the liquid ammonia leaked. The refrigeration post operator (Yang Jianguo) immediately closes all valves associated with the ammonia tank, opens the emergency sprinkler facility, turns on the emergency ammonia vent, and urgently shuts down the compressor. Report to Lou Xiaojun, and Jiang Xiaojian put on an air breathing apparatus and a chemical protection suit to plug the liquid ammonia valve damaged at the scene.
5. Exercise steps
1. The on-site commander (Yu Haijun) reported to the commander-in-chief of the exercise (Tao Kunshan): "Report! Commander-in-chief, the emergency drill of liquid ammonia leakage accident in the refrigeration post of the public engineering workshop is ready, please instruct!"
2. The commander-in-chief announced: "Start the drill according to the scheduled plan." ”
9:00 Liquid ammonia valve leakage. The refrigeration post operator (Yang Jianguo), immediately close all valves associated with the ammonia tank, open the emergency sprinkler facility, turn on the emergency ammonia vent, and turn off the compressor urgently. Report to Lou Xiaojun. Lou Xiaojun used the walkie-talkie to report to the workshop director Zhang Jie: "Director Zhang! The refrigeration post liquid ammonia tank has a liquid supply valve leaking! Please instruct. ”
Zhang Jie instructed: "Immediately carry out emergency treatment, the disposal is invalid, and carry out emergency stop and evacuation!"
Zhang Jie, the workshop director, reported to Yu Haijun, deputy general manager of the company, with his mobile phone: "Report to President Yu!" The liquid ammonia tank in the refrigeration post had a liquid supply valve leaking, and an operator on site could not come out because his eyes were irritated and could not see! Please instruct. ”
General Manager Yu instructed: "Immediately organize workshop personnel to make emergency stops and evacuate, count the number of people, and I will arrive at the scene immediately." Yu Haijun informed each workshop on the way to the scene, so that each workshop was ready for emergency parking and evacuation, and reported to Tao Kunshan, chairman of the company: "Chairman, there is a liquid supply valve leaking in the liquid ammonia tank of the refrigeration post, and an operator on site has signs of poisoning, the specific situation is unknown, please instruct." ”
The chairman instructed: "Quickly find out the situation of the accident, and you and Zhang Jie and other comrades immediately respond to the emergency rescue plan to carry out rescue." The chairman reports to the safety supervision and environmental protection departments.
9:01 After receiving the emergency evacuation order, the refrigeration duty personnel should wear the gas masks equipped on their posts and respond to emergency shutdown measures immediately. Under the leadership of Lou Xiaojun, the safety officer of the workshop, all on-duty personnel quickly used the wind vane to determine the wind direction, and moved to the emergency assembly point (South Gate or West Gate) set up in the wind direction at the scene of the accident as quickly as possible, and Lou Xiaojun counted the number of people on the spot.
9:02 Xu Weiwei Ge Feng wore a gas mask and used a stretcher to carry the injured person Yu Yinxia to the upwind, and at the same time used a company car to quickly send him to the hospital for emergency treatment.
9:02 The volunteer emergency rescue team immediately arrived at the on-site assembly point (South Gate or West Gate) with corresponding emergency equipment. Report to the on-site commander through the walkie-talkie: all personnel in the workshop are here.
9:03 The on-site commander-in-chief Yu Navy commanded the security guards (Dai Xiaoping, Wu Yaqun) to pull up the warning belt outside the workshop to prevent idle personnel from entering the scene, and notify each workshop to do emergency evacuation, and at the same time divide the rescue team into 4 teams and assign tasks to carry out rescue:
The first group (Yang Jianguo) wore chemical protection suits and entered the scene of the accident to confirm the leakage site and the cause of the leakage.
The second group, composed of two business backbones (Jiang Xiaojian and Chen Xiaobing), formed a emergency repair and plugging team, wearing heavy-duty chemical protection suits to enter the accident site and plug the leakage according to the plugging plan.
In the third group, one volunteer firefighter (Jiang Aiming) wore a gas mask, used a fire truck anti-aircraft cannon to shoot mist water from the upwind, and implemented a water curtain to isolate and dilute the leakage at the scene.
The fourth group and two team members (Wang Jindong and Sun Haifeng) stood on standby at the upwind scene, holding spare compressed air bottles and drug filter canisters, replacing compressed air bottles and filter canisters for the members of the second and third rescue teams, and maintaining a state of support at any time.
Zhang Jie, the director of the workshop, and Zou Xiaotian, the leader of the emergency rescue team, are specifically responsible for the on-site handling and coordination of the above four groups of personnel.
9:06 According to the cause of the accident, the headquarters quickly formulated the leakage plugging plan for this accident: use a wooden plug to stop the leakage at the leakage, and if it cannot be blocked, absorb the leakage liquid ammonia curtain in the liquid ammonia tank and introduce it into the accident pool. At the same time, 2 personnel of the emergency repair and plugging team were instructed to immediately enter the scene to repair and plug the leak, and other personnel entered the rescue implementation according to the original plan.
9:10 The leakage of the liquid ammonia metering tank on site was successfully plugged, and the second and third groups continued to go deep into the site to check the situation after plugging (leak test with hydrochloric acid), and withdrew from the site after confirming safety.
9:10 The environmental decontamination inspection team (sewage treatment station personnel) simultaneously blocked the road rainwater pipe network, collected and channeled firefighting sewage to the accident emergency pool, and conducted testing.
9:11 Workshop director Zhang Jie reported to General Manager Yu: "Report to General Manager Yu, the site has confirmed that the leakage has been successfully plugged, the leakage substance has been cleaned up, and the evacuation is requested." President Yu: "Stay where you are, follow the command!"
9:14 The environmental decontamination testing team entered the site for rinsing and tested the acidity and alkalinity of the site.
9:18 The environmental protection decontamination testing team reported to the on-site commander: "Report to the general manager, it has been rinsed and tested, please instruct!", the on-site commander: "Standing by and following the command!"
9:20 After confirming that the scene has been decontaminated and there is no other danger, the on-site commander reports to the commander-in-chief: "Report to the commander-in-chief, the poisoned personnel at the scene have been sent to the hospital, the leakage liquid ammonia tank at the site has been successfully plugged, the toxic substances have been collected and cleaned up, the detection is no longer dangerous of poisoning, the emergency response on the scene has been completed, the task of this exercise is basically completed, please instruct!"
